"Unemployed Farmer,
Flood of 1993"

While sitting in the St. Joseph, MO unemployment office, the 500-year-flood of 1993 found farmers seeking unemployment. Many farmers in the Midwest had been flooded out. Outside the unemployment office stood the National Guard soldiers distributing bottled water to long lines of St. Joseph residents who were packing sand bags.
